New kind of streaming media platform needed

I am a entrepreneur trying to bring a website and platform to market. I need to find a platform that will allow me to have two live video streams (like a skype phone call) while 100k users watch and partake with live blogs, rating meters and video questions (like Ustream platform). I have come across a lot of different sites that will sell me software for live video, or broadcasting but responses are terrible and usually muddled at best. I also need a site that will let me know the broadband cost for this many people. Last it will be a pay per view so this must be an option. Thanks so much for any answers!
