looking for video driver consultant

I'm looking to hire someone on consulting basis to do the following:

1. Manipulate a live video stream as it comes in from a camcorder by cutting and moving certain regions of a video frame.

2. Integrate with SkypeKit by sending the modified video frames through Skype.
