audio streaming for web radio

hi good day, i'm working in something for a radio, they want to be able to stream over the net, right now they have a very low cost pc for streaming

they have a video capturing card an encore ENL-TV, in the software side they have icecast streaming server, as source client edcast, so far the radio is doing ok, but that hardware in my opinion is a big no, due to licensing they are not allowed to "waste" money for big upgrades, what can you recommend me to put a decent streaming server.

I am doing Live HD streaming both audio and video. You can expand your radio to the video streaming also. I am using blinkotv and my video camera (HD compliable) to do a show on my website. I can show you some demos if you are interested.
