justin how to build

First to tell you I am complete unskilled with programming or straming.
I am searching now over one month for a solution how to build a website like justin.tv or stickam.
First I started with freelancer sites, I posted project, received many offers for build it, from 250 to 3000usd, but when I go with programmer deep into my requirements and ask to provide me milestone and description how he plan to menage it, what software, players, encoders, streaming servers etc. he will use, than I becomed always bad short explanations, and this combined with their reference showed me that they are probably not able to menage it correctly.
Then I sent inquiries for customisation to companies that offers adult webcam software with camchat rooms, to customise it to enable live streaming directly on users profile with clean url straming channels for each user. From them I received some offers that it is possible but also bad support and explanation, so I am sceptic.
Then, some of big flash encoder providers offered me to make me ready to use website, but the prices was 6K to 15K usd.
I also saw some ready APIs from Ustream Watershed but they have very expensive pay-as-you go pricing with hard limitations about the max. live streaming hours per month. Only Stickam API looks to offer something usable, but they also have limitations and plan to launch next week payment options.
Cause I want to stay in a budget up to 3K, I wonder is there any ready to use platform or software that can be suitable? I want to instal Red5 streaming server and have a dedicated server.

Hallo Tim, just look on justin.tv, I need same website, with all functions, but in croatian language.
No CDN, no pay-as-you-go options, my dedicated server with red5 preinstalled (no adobe flash server).

Hello, a JustinTV clone cannot be done with this budget to be fair. There are a lot of features to be implemented and also the translation. Of course if you want a professional solution not something with bugs the budget needs to be higher. Don't build something with a small budget which will crash and looking not very professional.

Agree with Cata. Most companies that say they can build a clone of a site as complicated as justin.tv for under 5k are either lying, or will deliver a product that does not meet your standards. I have been burned in the past by companies who were the "lowest bidder", some are good, but most will offer subpar results. When looking into a company, ask if you can see examples of previous products or what the final deliverable will look like.

This is what I was saying, don't just think that you can do something that complex with a low budget. The best part when choosing a company is to have a look at their history and see working demos of their solutions not just promises like I can do it. The professional ones won't tell you that without proving. The website you want to create needs a lot of work behind and those features need to be implemented to work together.
