I would like to provide video on demand and live video to multiple video capable mobile devices and on multiple American carriers. How does an encoded complete this action for the myriad of different mobile devices since there are differences like frame rate, kbps capability, codec on device, GPRS vs EDGE vs UMTS, operating system, etc?

I would like to purchase this database plus profiling engine to do on the fly encoding/transcoding of video for mobile devices since it appears this is not as simple as desktop video.
